U.S. Mineral Survey 1397 A & B does not conform to the Last Chance lode claim notices, nor the mill site requirements, nor the General Mining Act. J.J. Fisher created U.S. Mineral Survey 2424, the basis of later Highland Pines in Prescott, Arizona.
